Word-Cloud: The front cover of this Best Practi ce Guide features a cloud of words associated with CBCMs. During the Best Practi ces Workshop conducted in Kigali for the IASC’s PSEA CBCM Pilot Project (2–6 November 2015), parti cipants were asked to name a word or phrase that symbolizes a CBCM to them. The results were compiled to form the word-cloud, where the size of a word or phrase corresponds to the number of individuals who listed that term.

This guidance note provides comprehensive information on how organisations can set up an Inter-Agency Community-Based Complaint Mechanisms (CBCM) to enable reports of sexual exploitation and abuse (SEA). The guide sets out how to work with communities, Governments and other NGOs to ensure that those most likely to be affected by SEA are able to report concerns. The document helps answer questions such as what human and financial resources are required for a CBCM, should a CBCM be SEA specific or not, what are the best channels for reporting SEA at the community level, how should an organisation best raise awareness of a CBCM, and how can CBCM be made sustainable. The guide also provides good practice on how organisations should look at responding to complaints that are raised including on both support to the survivor and what needs to happen if the complaint needs to be referred to investigations.
