Abstract

This paper from 2002 explores the literature and research studies which examine institutional abuse and professional perpetrators who use their work as a cover for targeting and sexually abusing children. The paper sets out policy and legislative attempts to address the issue of professional perpetrators, briefly discusses the extent of the problem, and highlights investigations and inquiries into allegations of abuse. The paper thereafter describes the setting within which professional perpetrators commit abuse against children, including child care institutions, foster care, religious institutions, and schools. It also examines the characteristics of professional perpetrators compared with other sexual offenders. The paper concludes that further research focusing on the characteristics and behaviours of professional perpetrators in order to strengthen child protection within schools, faith communities and childcare agencies. The paper focuses on evidence from the UK. The methodology used is not described.
