Issued in 2003, this Bulletin by the Secretary-General of the United Nations (UN) sets out that sexual exploitation and sexual abuse is prohibited by the United Nations Staff Regulations and Rules. In order to provide further protection to the most vulnerable populations, especially women and children, the Bulletin sets out six standards that reiterate existing obligations by UN staff to prevent sexual exploitation and sexual abuse. The Bulletin includes a definition of sexual exploitation and sexual abuse, and declares the duties of Heads of Departments, Office and Missions in creating and maintaining an environment that prevents sexual exploitation and sexual abuse, and taking appropriate measures for this purpose. It also outlines responsibilities to ensure that standards are followed when cooperating with non-UN entities and individuals.
