This toolkit has been developed to help UN Field Missions to understand the risk of UN personnel committing sexual exploitation and abuse (SEA) of the population and take steps to mitigate these risks. It takes a victim-centered approach, by supporting users to understand who in the population is most vulnerable to SEA, the impact SEA has on victims including on children born as result of SEA by UN personnel and how Missions should respond to risks in a way that respects victims’ rights and dignity and protects them from harm. While the toolkit has been developed specifically for UN Field Missions led by the Department of Peace Operations (DPO) or the Department of Political Affairs (DPA), it is useful also for other organisations. 

The first part of the toolkit is divided into the following sections Understand the context and identify SEA risks, Assess risks of SEA, Treat the risks of SEA, Monitor risks of SEA. The second part of the toolkit provide a number of practical tools to help the users apply the concepts outlines in the first section.
