This resource comprises a set of Standard Operating Procedures which have been developed to facilitate joint actions by humanitarian agencies/organizations to protect beneficiaries from SEA and to enhance the collective capacity of the agencies and affected populations to prevent and respond to SEA by aid workers. It was produced as the result of a directive from the IASC Principals in May 2015. The procedures are intended to serve as global-level guidance for inter-agency cooperation in the field when structuring and maintaining a Community-Based Complaints Mechanism. It provides clarity on a general model of procedures, on complainants e.g. travel costs, language barriers, potential stigmatization, confusion on reporting so that agencies can cooperate in establishing and maintaining country-level CBCMs for procedures and mechanisms. It helps organisations address SEA allegations in a safe, confidential and efficient manner, adopting a survivor- centred approach.
