This strategy on safeguarding against sexual exploitation and abuse and sexual harassment (SEAH) sets out the actions the UK is taking across all government departments which engage in delivering Official Development Assistance (ODA). It sets out a Theory of Change that the UK is using to underpin its investments in addressing SEAH in the aid sector, including working across the aid sector and within the UK Government itself. Four areas are identified as key priorities:
•    Ensure support for survivors, victims and whistle-blowers; enhance accountability and transparency; strengthen reporting; and tackle impunity 
•    Incentivise cultural change through strong leadership, organisational accountability and better human resource processes 
•    Adopt global standards and ensure they are met or exceeded; 
•    Strengthen organisational capacity and capability across the international aid sector to meet these standards.
