Unfortunately, the WHO case of allegations of sexual exploitation and abuse is just the latest in a long list of sexual exploitation scandals within the UN and humanitarian systems since the 1990s. The United Nations and humanitarian systems, of which the WHO is a part, have sought to address this issue for decades. This has involved assessing organisational systems, developing tools, establishing policies, and providing training.

Based on research and direct work on humanitarian assistance and sexual violence, the author Chen Reis, Associate Clinical Professor and Director, Humanitarian Assistance Program, University of Denver, suggestshumanitarian organisation leaders to prioritise prevention. In addition the relevant expertise must be deployed and humanitarian organisations must work closely with local women’s organisations.
