Katie Tong became a consultant in 2014 after 12 years working with different NGOs in both humanitarian response and international development, with a focus on sexual and reproductive health and rights (SRHR) and gender-based violence. Katie’s last full-time position before becoming a consultant was as the Global Adviser for Adolescent Girls in Emergencies with Plan International. Prior to Plan, Katie worked with Marie Stopes International and Concern Worldwide in various roles.
As a consultant, Katie has undertaken a number of consultancies in which PSEA is the focus or a significant component, including training materials for Plan International, an evaluative review of UNHCR PSEA policies and procedures, and training for London School of Economics.
In addition to this, Katie has been the PSEA / safeguarding expert within evaluation teams for UNICEF, UNFPA, UNHCR and WFP since 2014. The work undertaken crosses the areas of organisational standards, policies and procedures, culture and leadership, governance and accountability, and implementation for both prevention and response activities.
Katie is extremely familiar with the UN PSEA framework from the initial 2003 Secretary-General Bulletin to more recent developments including the 4 pillars around which PSEA is currently framed and is also familiar with different donor policies (such as DFID and USAID) and Interaction current materials.
Katie also works more broadly across GBV and SRHR, general protection, inclusion and accountability, with a focus on adolescents and youth across all contexts but particularly in humanitarian contexts including conflict and fragile states and natural disasters.
Katie speaks English as her mother tongue and has basic French.
