Oxfam Novib is currently recruiting for an Anti-Corruption Specialist to join its Integrity Team. The Integrity Team is an independent unit in Oxfam Novib reporting directly to the Board of Directors, and provides a key function in ensuring that all Oxfam Novib Staff and Related Personnel observe and perform their functions consistent with the highest standards of integrity required by the Code of Conduct through fostering a culture of ethics, transparency and accountability. The Integrity Team works to deter, detect, prevent and respond to misconduct committed by Oxfam staff or associated third parties in The Hague and in countries where Oxfam Novib is the Executing Affiliate for the Oxfam confederation. The Team is responsible for conducting investigations into allegations of corruption misconduct (fraud, theft, bribery, nepotism, money laundering, terror financing/aid diversion) and safeguarding misconduct (sexual exploitation and abuse, sexual harassment, child abuse) and supports policy development, capacity building, and integrity risk management and mitigation globally. The Anti-Corruption Specialist has an important role in realizing Oxfam’s Anti-Fraud & Corruption Strategy and related policies and procedures. The Anti-Corruption Specialist will have primary responsibility within the Integrity Team, under overall supervision of Integrity Lead, for coordination of the anti-corruption portfolio, including keeping the case management database, policies, procedures and toolkits in relation to safeguarding up to date and fit-for-purpose, and is expected to conduct and manage professional investigations into complex, high risk corruption allegations (fraud, theft, bribery, nepotism, money laundering, terror financing/aid diversion) in line with Oxfam’s case management standard operating procedures, anticipating challenges and risks and identifying strategies for risk mitigation throughout the investigation process.
